Hurricane Mitch damage elicited new World Bank and IDB loans. Cuba, France, Finland, and Spain pardoned all or part of Nicaragua's debt. Nicaragua was included in the Highly Indebted Poor Countries initiative, and the World Bank and IMF canceled over 80% of outstanding debt in 2004.
